The New Castle County Council took up Resolution 25-031, consenting to the appointment of David Culver as general manager of the Department of Land Use.
David Culver told the council he is "grateful" for the nomination by County Executive Marcus Henry and reviewed a long career in land use and local government. Culver said he was born and raised in Delaware near Price's Corner, graduated from the University of Delaware and holds a master’s degree in planning and development from the University of Iowa. He described prior roles including planning manager, general manager of land use in New Castle County, deputy planning director in Hartford County, Maryland, county administrator for Cecil County, and town administrator for Perryville, Maryland.
Council members welcomed Culver’s return to the county. Councilman Tackett said Culver provided unique, “rounded experience” and personalized attention to council members during previous service; Councilman Cartier highlighted Culver’s role in early stages of the Claymont renaissance and other redevelopment work. Several council members said they look forward to working with Culver on ordinances, resolutions and district-level site visits; Culver offered to "drive through your district with you" to review projects and priorities.
No final vote on Resolution 25-031 took place in the discussion; council members indicated the resolution will be voted on at the scheduled 6:30 p.m. meeting.
The discussion focused on Culver’s professional background and offers of collaboration with council members. No budgetary figures, changes to departmental authority or conditions on the nomination were presented during the hearing.
