Andy Marr, interim director of the Division of Facilities Construction and Management, told a legislative committee the division is seeking the committee’s recommendation to pass through remaining funds from prior legislative appropriations to three winter-sports venues on the Wasatch Front.
Marr said the Legislature appropriated $22 million to the fund in the 2022 session and another $40 million in 2023. About $7 million remains available from those appropriations, he said, and three projects have requested phase‑1 funding:
- Weber County Sports Complex: requesting $380,000 of pass-through funds and offering a $1,000,000 local match to upgrade the ice plant and undertake mechanical and building upgrades.
- Provo City Peaks Arena: requesting $3,000,000 with a proposed $4,000,000 local match; Marr said the local match had not been confirmed at the time of the presentation.
- West Valley City Maverik Center: requesting $500,000 with a $500,000 local match.
Marr said DFCM reviewed the project scopes and budgets and had no concerns about them. He told the committee that, if the committee recommends passing through funds, DFCM would remain involved to ensure funds are used for their stated projects, including conducting site visits and monitoring compliance with statutory requirements.
Committee members asked about process. Marr and other staff said earlier requests had been presented to the Olympic and Paralympic Interim Committee Subcommittee and the EAC; after consultation with EAC leadership, DFCM brought these requests before the current committee and said future new requests would follow a recommendation process to DFCM and the coordinating committee. A senator asked whether the items would be added to the session’s voting packet; Marr confirmed they would.
No formal committee vote or recommendation on these three pass‑through requests was recorded in the transcript. A procedural motion to adjourn passed at the end of the meeting.
