The Mauldin City Council on Dec. 16 approved on second reading the sale of certain city parcels along East Butler Road to the South Carolina Department of Transportation (SCDOT) for use in the Butler Road improvement project and authorized temporary construction easements for the work. The council also approved on first reading an ordinance to rezone a two‑acre portion of property on Fowler Circle from C‑1 (commercial) to RM (multifamily residential).
The motion to approve the property sale was made by Mister Craylon and seconded; the item passed on second reading with a voice vote. The sale and easements will be used "for the purpose of road improvement as part of the Butler Road Improvement Project," according to the presentation from public works. The sale was handled as a second‑reading agenda item and carried unanimously.
On the Fowler Circle rezoning, Mister Steenback moved the first reading to rezone the two‑acre parcel from C‑1 to RM; the motion passed on first reading by unanimous voice vote. Steenback and other councilmembers raised concerns about the nearby intersection and the lack of a turn lane, asking staff to continue evaluating mitigation measures. City Administrator Seth Duncan said staff would stay on top of potential improvements.
Both items were framed by council as part of routine land‑use and transportation work: the SCDOT transaction advances a state roadway improvement project, and the Fowler Circle rezoning will return for a second reading as required by the city's ordinance procedures. Council did not vote at this meeting to adopt the Fowler Circle rezoning (first reading only).
