The South Dakota Senate on the floor approved the consent calendar, which grouped several House and Senate measures reported out of committee with no dissenting votes. The roll call on the consent calendar showed 35 yeas and 0 nays.
Consent calendar items read into the record included Senate Bill 58 (revising provisions related to human trafficking), Senate Bill 115 (revising a provision related to contact with a child, language redacted in the transcript), Senate Bill 128 (amending requirements for an official newspaper), Senate Bill 135 (exempting a motor vehicle insurer from certain title fee provisions) and a series of House bills including HB1002 (South Dakota Indian studies course requirement for certified educators), HB1003 (definitions in the school funding formula), HB1004 (tuition for students placed in residential treatment centers), HB1029, HB1030, HB1031 and HB1032 (updates to South Dakota Retirement System statutes). The Senate also received messages that Senate Bill 35 passed the House without change and that several House bills and a concurrent resolution were transmitted for the Senate’s consideration.
Senate page resolution 2, recognizing the work of the pages who served during the session, was adopted by voice/roll call with a tally of 35-0. The president directed certificates be given to pages immediately following the vote.
Committee reports were delivered on the floor: the Committee on Senate Taxation, Senate State Affairs, Senate Local Government, Senate Health and Human Services, Senate Transportation, and the Joint Committee on Appropriations each presented recommendations or notifications of items referred or deferred. The president also announced that the Office of Engrossing and Enrolling had compared and correctly enrolled Senate Bill 35 and reported Senate Bill 17 was delivered to the governor on Feb. 7, 2025, at 9 a.m.
Several bills received first reading and were assigned to committees by the President Pro Tem, including bills directed to Health and Human Services, State Affairs, Transportation and Judiciary.
All votes and committee reports were recorded on the floor and the titles of consent calendar items were deemed correct following the unanimous approval.
