Lubbock County Commissioners Court met in regular session Monday, Feb. 10, 2025, at the Lubbock County Courthouse and approved a series of routine administrative items, contracts and grant submissions, the court said.
The court approved the minutes of the Jan. 7, 2025 meeting and authorized payments of claims totaling $1,932,217.15. Commissioners also approved line-item budget transfers totaling $85,185 and adopted the consent agenda covering items 4 through 10 as presented.
The court took action on contracts and single-source professional services: it exempted professional services under Local Government Code 262.02484 to engage Dr. Vanessa Cocolayo, a licensed psychologist, for pre-employment evaluations for the sheriff’s department; it authorized the county judge to sign a construction contract with Lee Lewis Construction Inc. for loading-dock repairs; and it authorized renewal agreements with General DataTech LP and Cisco for the county telephone system subscription and related security product subscriptions.
The court approved multiple grant submissions and grant-related resolutions. Among them:
- Submission of a Lubbock County application for the Texas Anti-Gang Grant Program (FY26), presented by Phil Parton; the court approved the resolution to submit required documents.
- A submission to the Edward Byrne Memorial Justice Assistance Grant program (Byrne JAG), including a request described by Captain Tony Williams for roughly $300,000 related to a second “robot dog”; the court approved the application.
- A submission to the Office of the Governor Public Safety Office grant for rifle-resistant body armor for deputies in the amount of $98,856.50; the court approved the application.
- Annual and recurring program grant resolutions: adult drug court and DWI court (FY26), and several Office of the Governor grants administered by the county’s Office of Dispute Resolution for supervised visitation and mediation services for at-risk youth (including programs for homeless youth and youth with disabilities). The court approved each resolution and designated the county judge to sign documents as needed.
The Elections Office received approval to submit a competitive Homeland Security Program grant application for security enhancements, including replacement of a backup generator, updated exterior cameras and limited construction to enclose the generator on the west side of the Elections building. The court approved submission of the grant application.
The court also approved a state-funded commodity flow study application through the Lubbock County Emergency Planning Committee (LEPC) to map hazardous materials moving on county highways, awarded an agreement for fuel-tank restoration services to Riley Industrial Services Inc., and authorized a subscription with Oil Price Information Service (OPIS) for bulk fuel pricing verification.
Environmental and infrastructure items approved included submission of the five-year MS4 permit renewal required by the Texas Commission on Environmental Quality (TCEQ) for stormwater management, and authorization for Lee Lewis Construction Inc. to perform loading-dock repairs for the county facilities department.
On retail fireworks, the court authorized retail sales for Texas Independence Day from Feb. 25 through March 2, 2025. The vote counted as 4–1 in favor.
Other business included a status report from the county roads department on staffing and outstanding work orders and official notices that the court might adjourn into executive session under various sections of the Texas Government Code. The session adjourned at 12:07 p.m.
