The House Committee on Rules advanced House Concurrent Resolution 1 on Feb. 17 to recognize and honor Private First Class Shaughnessy Lauren Noble for his military service.
Representative Shelly Bossart Davis, who sponsored the resolution, told the committee that Noble grew up in Linn County, graduated from West Albany High School in 1990, trained at Fort Leonard Wood and, when the Persian Gulf crisis developed, “voluntarily joined the United States Army to serve in Operation Desert Storm.” She said Noble deployed to Saudi Arabia in January 1991 and “contracted a viral infection and passed away in April 1991.”
Ramona Day, Noble’s sister, and other family members told the committee about his childhood in Sweet Home, family memories and the family’s decision to bury him locally. “He cared enough about a family member to take time out of his day to help me,” Day said, describing how Noble supported her. Brad Lindsey, speaking for the family’s supporters and as a veteran, urged members to approve the resolution so “we all can have a sign at Sweet Home on Highway 20 so Shawn’s sisters, brother, nephews, and nieces will always know he is watching over them.”
In work session action, Representative Bossard Davis moved HCR 1 “to the floor with a B adopted recommendation.” The committee took a roll-call vote; members recorded in the transcript as voting yes included Representative Elmer, Representative Kupe, Representative Valderrama, Vice Chair Graziano, Vice Chair Fagan and Chair Vogel. The committee chair announced, “The motion is adopted.” Representative Bossard Davis was assigned as the carrier to the House floor.
The resolution cites Noble’s service and the family requested a roadside memorial sign; family members said they declined burial at Arlington National Cemetery and chose a local gravesite in Sweet Home. The committee recorded a no fiscal and no revenue impact on the resolution before adopting it.
