Consent agenda (approved): clerk's revenues/expenditures report; FY 2024 FDOT Section 5310 grant (transit) resolution and chairman authorization for $77,500; lease renewal with Nimash Properties for a State Attorney storage facility; addendum to the WEX Bank fuel‑card services credit application; resolution of support to apply for a Small County Outreach Grant for resurfacing Thomas Drive (McKelvey Road to Causeway Road); Clear Lake Estates rights‑of‑way and easements acceptance and transfer to Bay County and recordation of conveyances and a maintenance bond. The consent agenda passed on a roll call vote with all commissioners voting yes.

Comprehensive Plan amendments (adopted): Staff presented an Evaluation and Appraisal Report (EAR) revision to the Bay County Comprehensive Plan, including updates to infrastructure and water‑supply sections, affordable housing policies, population projections and language the state requested on flood threats and sea‑level rise. The board adopted the proposed ordinance; staff noted they will update tables (population and water supply numbers) and must transmit adoption materials to the state within 10 calendar days.

Land Development Regulation (LDR) Chapter 13 amendments (adopted): The board approved staff‑proposed text amendments to Bay County Land Development Regulations Chapter 13 to allow temporary deviations to fence‑height rules when recommended by public safety or law enforcement, with term limits for deviations. Commissioners described the change as a tool for law enforcement to request spot exceptions in specific conflict situations; staff said broader LDR updates will follow.

Bay County Code of Ordinances Chapter 2 revisions (adopted): The county attorney presented ordinance revisions to Chapter 2 (procurement, surplus property, administrative titles and related provisions). Revisions correct job‑title references, remove provisions duplicative of state law and align the county’s so‑called “cone of silence” procurement threshold with other board thresholds. The board adopted the revisions.

Renaming portion of Thomas Drive (motion approved): Commissioner Peace proposed renaming a portion of Thomas Drive (from U.S. 98 to the curve at Newby’s) to Navy Boulevard to honor the U.S. Navy’s bicentennial and the local naval support activity. Commissioners approved moving forward with the renaming process; staff noted two residential addresses would be affected and that staff would begin the administrative process for name change.
