Trevor Crane, Director of Capital Projects, and other staff updated the committee on construction and capital projects, highlighting progress on Hickory Creek Phase 3 and planning for Ryan Road and other corridors.
Staff reported that the UPRR agreement needed for Hickory Creek Phase 3 was finalized and went to council; the contractor is being reengaged and staff expects the contractor to mobilize within a month. Once work resumes, staff estimated a 16- to 18-month timeline to complete that phase.
Regarding Ryan Road, staff said design is moving toward 100% and that the city is working through right-of-way acquisition. Staff recommended acquiring the ultimate right-of-way now, even if the initial construction builds a smaller cross-section than what the mobility plan shows, so the city can expand in the future without additional land purchases. Staff said not all right-of-way has been acquired yet but that acquiring it now provides a buffer for possible eminent-domain steps and avoids future higher land costs.
On sequencing, staff said they expect to begin the Ryan Road bidding process so construction can start as soon as Hickory Creek Phase 3 is substantially complete; staff estimated that would likely put Ryan Road construction start around the third quarter of 2026.
Staff also reported that Westgate has been split into two projects (east–west and north–south sections), that the east–west segment is ready to bid soon, and that the north–south section remains in right-of-way acquisition. Staff noted a proposed naming change to make a continuous Bronco Way name through part of the corridor during construction. For South Bonnie Brae, staff confirmed the Rodney Road portion (Phase 6) is under construction and mobilized this month.
No formal construction approvals were made at this meeting; staff will return with schedule updates and right-of-way progress.
