Director of Schools Mr. Stepp proposed the plan, saying the payout would be a “one time bonus to all employees” using the outcome funds the district received under the Tennessee Investment in Student Achievement (TISA) program. “Tennessee Investment and Student Achievement Act, TISA, provides outcomes bonuses to districts that achieve specific targets in student performance,” Stepp said during the meeting.
Board members debated whether a flat bonus for all employees was the fairest use of the funds. One board member said recognizing all staff equally “is the best way to move forward” given the challenge of distinguishing relative contributions across many job classifications. Others pressed for caution, asking whether the bonus would force cuts elsewhere or require drawing on fund balance to meet legally required pay raises.
Stepp said the district expects a modest increase in TISA funding this year tied to average daily membership and that he intends to propose a balanced budget without dipping into fund balance. He told the board some difficult trade-offs remain, including which instructional technology platforms paid with expiring federal ESSER funds the district can continue to support.
After discussion the board moved to approve the one-time payout as proposed. The motion carried; one board member recorded an abstention during the roll call.
