Assembly Bill 461 was amended in committee to remove most of its original sections and instead require the Guardianship Commission to submit recommendations to the Legislature on considerations for implementing a proposed uniform guardianship act.
Committee staff summarized the change: the amendment “removes all sections of the bill with the exception of section 60 and add[ed] language that requires the guardianship commission to submit recommendations to the joint interim standing on health and human services,” Destiny Cooper said. The recommendations were described as input to help the Legislature consider what implementing a uniform act would look like in Nevada, allowing the commission to draw from other states’ experience.
Senator Titus remained opposed on principle despite the bill’s reduction in scope, saying she would vote no in committee. Senator Stone also recorded a no with reservation on the floor. The chair announced two nays (Stone and Titus) but said the motion carried; the committee assigned a floor statement.
The committee treated the item as an amend-and-do-pass recommendation. Staff indicated the commission would use its regular public meetings to develop recommendations; staff did not anticipate the amendment would create a separate fiscal note because it asks for recommendations rather than a new program or study.
If enacted as amended, AB461 would direct the Guardianship Commission to prepare recommendations for the Legislature on possible implementation of a uniform guardianship act, to be considered by the joint interim standing committee on health and human services.
