The Kearney City Planning Commission on an oral voice vote approved rezoning application 2025-05 for part of the property at 802 East 30th Street, clearing the way for the applicant to seek city-council approval and possible redevelopment that could include a duplex.
Staff told commissioners the proposed rezoning is compatible with the city’s future land-use designation and surrounding development. Melissa (planning staff) summarized the staff report, saying the property, as currently platted and zoned, has limited redevelopment options and that the requested R-1 zoning would support infill residential development consistent with the 02/2016 comprehensive plan. Melissa recommended approval “presuming there’s no opposition from neighboring property owners.”
Applicant Glenn Brandt told the commission he intends to remove the existing, deteriorated house and pursue construction that would improve living conditions on the lot. “I want to… rezone this lot so I could… have the potential to build a duplex on it,” Brandt said, adding he has removed similar structures on other vacant lots to construct higher-quality housing.
A neighboring resident, Jim Heiner of 720 Surrey Street, spoke during the public hearing and identified the house and garage locations on site plans. Heiner raised only general questions about the property and taxes; no written opposition was recorded in the hearing. Brandt confirmed the house on the lot is currently occupied.
After closing the public hearing, a commissioner moved to approve rezoning number 2025-05 based on city staff findings of fact; the motion was seconded and carried by voice vote.
The commission’s approval forwards the rezoning application to the Kearney City Council for final action. No construction approvals or development plans were acted on at the meeting; any future building would need to comply with applicable permitting, site-development standards and utility requirements.
