Teton County planning staff on March 21 proposed a schedule to allow multiple opportunities for public comment and additional review of MSC202437, the master site plan application for North and South Park Area 1. Chandler Windham of Teton County Planning presented options including the regular April 8 meeting with an evening reconvening to accept public comment, continuations to subsequent regular meetings if the board needs more time, and non-quorum site visits arranged with the applicant for commissioners or members of the public.
Windham said the board can either hold a special evening meeting for additional public comment or continue the regular morning meeting and reconvene that evening; staff can publicize any special meeting time if the board requests. Windham also described the option of arranging site visits that avoid a quorum (one or two commissioners), coordinated between the applicant and interested attendees, to give neighbors and commissioners opportunities to view the site without triggering open-meeting rules for a noticed site visit.
Commissioners discussed accessibility and attendance. One commissioner said holding an evening meeting at a local school or closer facility could improve turnout, while county staff noted the chambers’ superior streaming and virtual-participation capabilities. The board also noted the applicant indicated willingness to host site visits.
Amberly Baker, speaking on behalf of the applicant, told the board she understands the need for more public comment opportunities and supports site visits. Baker also urged the board to consider timing impacts on housing delivery, saying that uncertainty and delay increase costs and that, "best case scenario is groundbreaking at this point in the spring of 2027."
The board did not take a formal vote on the master site plan at the March 21 meeting. Commissioners asked planning staff to proceed with the proposed schedule, to publicize any evening meeting if the board opts for one, and to facilitate site-visit arrangements with the applicant as available. Staff noted the item is scheduled for the April 8 regular meeting and could be continued to specific subsequent meeting dates as needed.
