The board on March 21 agreed with staff recommendations that the owner of a property on East Harding should repair and preserve existing historic wood windows and siding rather than replace them wholesale with vinyl windows, fiber cement siding or stucco skirting.
Staff recommended repairing 15 of the historic wood windows "with in kind materials that match existing in profile, dimensions, material, and finish" and limited replacement to only two historic wood windows and one nonhistoric window under specified wood‑window replacement standards. Staff also recommended against installing fiber cement siding over the original 1x7 wood siding and urged in‑kind repairs for the siding and wood skirting.
Applicant representative Renee La Fuente told the board the neighborhood has many examples of nonoriginal window and siding treatments and that the owner had lifted the house for foundation repairs; she said the interior wood remained sound but the exterior had advanced deterioration. Staff acknowledged the area’s mixed commercial and residential character but noted the guidelines call for preservation of original materials where feasible.
The board voted to concur with staff recommendations and asked staff to continue to work with the owner on repair options and scope. Staff indicated flexibility where reasonable but recommended in‑kind repair rather than wholesale replacement.
