The City of Kingsburg was awarded Highway Safety Improvement Program (HSIP) grant funding to implement a safety project at the intersection of Tenth and Kern streets, City Engineer Dave Peters reported.
Peters said the project scope includes a modest speed table (a 2–3 inch raised crossing), rectangular rapid flashing beacons at crosswalks, realignment of curb lines to narrow travel lanes, high‑visibility pedestrian crosswalks, upgraded ADA ramps and speed‑feedback signage. The intersection had been identified as a top priority in the city’s local road safety plan.
Peters said a signal warrant analysis earlier showed a traffic signal would not meet warrants and that a roundabout had greater right‑of‑way impacts and a worse cost/benefit ratio. The HSIP submission focused on lower‑impact safety countermeasures and produced a favorable cost/benefit score. The city learned in February that the HSIP program awarded “a little over a million dollars” to implement the improvements.
Because HSIP includes federal funds, Peters said the project timeline includes a design‑fund release later in 2025 and a tentative construction window in summer 2027. Staff also said they would coordinate more detailed design with Kingsburg Elementary School and the school district regarding bus and pick‑up circulation.
