The City of Dallas held a public bid opening on April 4, 2025, for multiple construction, procurement and professional services solicitations, and staff read each solicitation number, project description and the bidders with their submitted totals.

The bid opening covered five construction requests for bid (RFBs), five procurement RFBs, three requests for proposals (RFPs) and four requests for competitive sealed proposals (CSPs). City staff read the bidder names and dollar amounts for each solicitation on the record, including several traffic signal reconstruction packages and a large water and wastewater main replacement project.

The largest single package listed was CIZDWU24505506 (water and wastewater main replacement at various locations). Six contractors submitted bids for that solicitation: John Burns Construction — $10,208,903.00; Douglas Daley Construction LLC — $15,465,621.00; SYB Construction Company Inc. — $14,656,533.31; Camino Construction LP — $16,988,273.00; Omega Contracting LLC — $19,608,195.70; and Western Municipal Construction of Texas LLC — $18,290,370.00. City staff concluded the construction RFBs after reading those totals.

Staff also read the bids for multiple traffic-signal reconstruction and construction solicitations. For CIZ25TRN3158 (Ferguson Road at Millmar Drive; West Mockingbird Lane at Brook River Drive), listed totals included Rollway Solutions Inc. — $944,907.50; Roadway Solutions — $1,026,970.58; and Ear Telecommunications LLC doing business as EARTC — $1,034,861.30. For CIZ25TRN3151 (Bunny View Road, Corrigan Drive, Stagg Road, West Camp Wisdom Road, Green Spain Avenue), listed totals included EARTC — $891,084.00; Road Solutions — $1,017,756.00; Roadway Solutions Inc. — $986,913.00; and Texas Standard Construction — $1,007,044.18. For CIZ25TRN3153 (Millmar Drive, Peavey Road, Hillburn Drive, Lake June Road), listed totals included EARTC — $897,802.00; Road Solutions — $984,830.36; Roadway Solutions Inc. — $1,320,000.00; and Select Maintenance LLC — $1,119,093.00. For CIZ25TRN3159 (Avon Roads at Flickering Shadow Drive; Park Lane at Cruz Plaza Driveway), listed totals included EARTC — $1,287,889.50; Road Solutions — $1,147,302.32; and Roadway Solutions Inc. — $1,314,415.00.

Procurement RFBs included a mix of supplies and services. The Animal Control Shelter Supplies solicitation (BA25-00027044) listed bidders including C Specialties Inc. and Nationwide Supplies Limited Partnership. An electric-bicycle procurement (BA25-00026954) listed proposers including American Bike Patrol Services, Blue Sky Energy LLC (d/b/a Light Transit), Mod Bikes, Recon Power Bikes, Team Fairwater, Ebike Alley and Fairwater Associates. A printing services solicitation for the adopted and proposed budget book (BB25-00027106) listed Lawton Reprographic Centers among the respondents. A roll-off front-load waste and recycling collection services RFB (BY25-00026965) listed FCC Environmental Services Texas LLC, GreenMark Waste, Republic Services, TJ Services, Waste Connections, Lone Star Inc., and Waste Management of Texas Inc. An analytical laboratory testing RFB (BW24-00026115) listed A and B Laboratories, ALS Global Bio Aquatic Testing, Eurofins Environmental Testing South Central LLC, Eurofins Dallas, North Water District Laboratory Services Inc., and SPL Inc.

Competitive sealed proposals and requests for proposals read on the record included employee benefits administration (BVZ25-00027350), for which firms such as Fidelity Investments HSA, HSA Bank, MetLife, Optum, Hoseaian Consulting, Total Administrative Services Corp. and Xinera Health were listed. A Family and Medical Leave Act administration CSP (BGZ25-00027125) listed Charles Taylor TPA LLC and Poseidon Consulting. A pipe bursting sanitary sewer CSP (BWZ25-00026775) listed Douglas Daley Construction LLC and Vortex Services LLC. Professional services RFPs for Complete Streets and Transit-Oriented Development connections (CIZ24-PBW-3124 and related project numbers) listed firms including Dunaway, Freeze & Nichols Inc., Halff Associates Inc., and others.

The bid-opening announcer directed viewers to the City of Dallas webstream and the city’s meeting video page (www.cityhall.com) to view the bid opening later. No contract awards or formal council actions were conducted during the session; the meeting consisted of reading and recording bid submissions onto the public record.
