Collin County Commissioners Court approved a resolution supporting House Bill 1080 and passed resolutions of non-opposition for draft legislation to create the Colmena Ranch Municipal Management District and the Grasslands County Municipal Utility District.
Mister Schoffner, providing the 80th legislative session update, described HB 1080 as a measure that "would allow for an alternative means for noticing for our important activities that we do." He told the court the county spent $54,432 on public notices in fiscal year 2024 and said the bill could reduce that expense.
On the two draft district bills, Schoffner said staff had reviewed the draft legislation and that both the Colmena Ranch MMD and the Grasslands County MUD contained the four components staff requires — contracts for supplemental police, fire, emergency services and animal control, and language requiring the commissioners court to review those contracts. Staff recommended, and the court approved by resolution, statements of non-opposition because the draft bills met the county's policy criteria.
The court noted that the state, not the county, approves MUDs and MMDs, but that the county's local delegation typically handles local consent calendar items; staff said local delegation coordination (Galveston County taking lead on HB1080) would follow.
Each resolution passed without recorded opposition; court members directed staff to transmit the resolutions to the county's legislative delegation.
