The Dallas Landmark Commission approved a conditioned plan to replace and repair windows at 6033 Vine Parkway in the Swiss Avenue Historic District, following presentations from the homeowners and preservation consultants.
Owners and contractors said many windows were damaged, missing hardware or had been removed years ago, and presented a report from a window consultant concluding many of the sashes could not be restored to operable condition. After discussion, the commission approved replacement of specified windows using the Lincoln wood-window submittal presented at the hearing and required that the front bank of windows be repaired where possible; one window in the upper front bank must be made operable to meet egress requirements.
Lee Schmidt, who said he and his wife purchased the house and have been restoring the property since November 2023, told the commission several windows had been removed for air conditioning units, some had been bricked in and some sash weights were missing due to thefts and previous damage. He said the owners had contracted a preservation window expert who concluded many of the original wood sashes were not repairable and recommended replacement for a subset of windows.
Representatives from the contractor and supplier described the proposed Lincoln primed wood windows with SDLs (simulated divided lights) designed to match the historic appearance, and the owner showed that some front windows could be salvaged but not returned to full operability. Commissioners discussed fire-code and egress requirements for bedrooms and asked whether at least one window in the master bedroom bank could be made operable; the applicant agreed to pursue a compromise that would preserve the historic appearance while ensuring code-required egress.
The motion adopted by the commission directed staff to approve the Lincoln window submittal for certain replacement openings, require repair and restoration of specified front-bank windows (numbers 2, 3, 4, 5, 7, 8, 9 in the applicant numbering) and required at least one of the upper front windows to be made operable for egress. The motion included a standard condition that replacement units match existing openings, divisions and profiles.
Staff and commissioners encouraged the owners to work with local preservation window specialists referenced in discussion to explore repair options; the commission noted that further documentation and final shop drawings will be reviewed by staff to ensure the installed windows match the historic appearance.
