San Antonio Public Works presented a pre‑solicitation briefing to the Audit Committee on a planned competitive sealed proposal for construction of the Hay Street bridal connection and East Side area streets, projects funded through the city's 2022 bond program with an estimated value of $12,200,000.
Razi Hosseini, director of the Public Works Department, said the solicitation seeks one firm to provide construction services for the Hay Street bridal connection and East Side area streets. Hosseini said the solicitation would be advertised through the city's normal process and that more than 1,500 vendors in the city's vendor registry (CVR) could provide similar services.
Staff listed key schedule and procurement dates: release of the solicitation on April 11, 2025; a pre-submittal conference on April 23, 2025; and proposals due May 27, 2025. Public Works anticipates returning to the committee in August 2025 and seeking full City Council approval in September 2025.
Hosseini reviewed the evaluation scoring: pricing (40 points); firm experience, qualifications and key personnel (20 points); understanding of the project and proposed management plan (10 points); experience in the San Antonio region and past performance (10 points); and participation programs (SBA prime contractor program 10 points and MWB/WBE prime contractor program 10 points). He said the evaluation and voting committee will include staff from the City Manager's Office, Public Works, Parks and Recreation, Economic Development and SAWS.
Hosseini also noted a bidder contribution restriction that begins on the tenth business day after solicitation release and runs through 30 calendar days after council approval. The solicitation was described as a new contract with an estimated construction schedule noted in the presentation.
The chair and committee members treated the item as a briefing only; no formal action or vote was taken on the solicitation at the meeting.
The committee encouraged broad attendance at the pre-submittal conference so potential proposers could ask questions; staff said questions and answers would be posted for those unable to attend.
