The Grove City Planning Commission voted to recommend that City Council approve a use permit for tattoo services at Ink Therapy, a proposed studio on Bridal Street that will offer permanent makeup and fine-line tattooing.

Development Department staff explained that permanent makeup is a permitted use in the zoning code and that the use approval was required for the tattoo portion of the business, because tattoo studios are not a permitted use by right. Staff reported the studio will be open five days a week with limited hours on Saturday and all services scheduled by appointment.

Applicant Britney Hollowell introduced herself and said another worker in the shop, who will perform facials and waxing, is now officially set up. Hollowell said, “It’ll be like partly tattooing, partly permanent makeup and then also facials and waxing.”

There were no public objections recorded. The commission moved to recommend approval to City Council; the motion passed on a roll call vote with all voting members registering “yes.”

The recommendation will go to Grove City Council for final approval of the use permit.
