Commissioners transmit two comprehensive plan amendments to state for review
Summary
The board approved transmittal of two county-initiated comprehensive plan amendments: one updating level-of-service figures for utility service (comp 25-008) and one adding an heirs-lot exemption standard to certain master-planned communities (comp 25-007). Both items were recommended by staff and the planning commission.
The Clay County Board of County Commissioners voted April 8 to transmit two county-initiated comprehensive plan amendments to the state for review.
The first amendment (comp 25-008) updates level-of-service standards referenced in the community facilities element for sanitary sewer and potable water. Staff said the changes reflect updated figures provided by the Clay County Utility Authority (CCUA) and will align the comp plan language with the utility's service availability policy. The county intends to forward the amendment to the State for review and expects to return to the board after state comments.
The second amendment (comp 25-007) revises future land use policy 1.9.06 to add an heirs-lot exemption to the Brandon Field and Lake Asbury standards. Staff described the change as moving detailed standards into the Land Development Code and simplifying the comp plan policy to a more general directive; the Lake Asbury Citizens Advisory Committee and the Planning Commission both recommended transmittal to the State.
Planning staff and CCUA representatives were present to answer technical questions. Chair Burke opened and closed the public hearings with no speakers and the board moved to transmit both amendments to the Department of Economic Opportunity for formal review.
