The Public Utility Board approved awarding a construction contract to Mountain Cascade of Texas for the Milan Creek gravity sewer and lift station, Sean Messick of Capital Projects told the board.
Messick said the work includes water‑line relocation and abandonment, gravity sewer, a new lift station and abandonment of an existing lift station to support the TxDOT I‑35 widening. The project is partially reimbursable by TxDOT, Messick said. The lowest responsive bid was approximately $15.3 million; staff recommended the contract with a contingency of about $763,000 and a not‑to‑exceed amount near $16 million (for the purpose of the meeting backup and contract award). Messick said design was completed in December and anticipated construction completion is in the fourth quarter of 2026.
Board members asked questions about the project map and location; staff clarified the work is primarily north of FM 77 up to Gansler Road and that the lift station reimbursement portion is still being coordinated with TxDOT. The board voted to approve the contract award.
