Representative Tran carried House Bill 3761 on the House floor, a multi-part measure to create a licensing framework for art therapists, establish a provisional license pathway for recent graduates, and require Medicaid (the state's medical assistance program) and coordinated care organizations to reimburse licensed art therapists for behavioral health services.
The bill defines "art therapy," sets education and supervised-practice requirements for provisional and full licensure, tasks the Health Licensing Office with rulemaking and licensure records, and directs the Oregon Health Authority and CCOs to reimburse for covered behavioral health services provided by licensed art therapists.
Supporters told the House the measure broadens access to nonverbal and trauma-informed mental health care, particularly for children and people who do not respond to traditional talk therapy. Representative Javidy and others urged passage, saying art therapy can help with trauma, developmental, and cognitive needs and that Medicaid reimbursement will integrate art therapists into the broader behavioral-health workforce.
The House passed the bill by constitutional majority. Implementation will require rulemaking by the Health Licensing Office and OHA to set licensure standards and reimbursement policies.
