The Waller County Commissioners Court opened and closed a public hearing on a proposed Reinvestment Zone (Reinvestment Zone Number 15) in Brookshire and then approved the zone designation and related tax abatement agreements on April 16.
The proposed reinvestment zone encompasses about 36.202 acres located generally west of Woodrow Boulevard, east of Woods Road, south of Kingston Boulevard and north of the Waller–Fort Bend county line in Brookshire. The court received no public testimony during the hearing and voted to approve the order designating the zone.
Following the designation, the court approved multiple tax-abatement-related items on the agenda. The court consented to an assignment of a tax-abatement agreement involving Urban Twinwood LP and Brookview Lone Star LLC for a property in Twinwood Business Park; the agreement documents identify improvements that included an approximately 50,000-square-foot office, manufacturing and warehouse facility with an estimated construction cost of about $4,000,000.
The court also approved two tax-abatement agreements linked to properties within the newly designated reinvestment zone. Woods Crossing Venture LLC will develop a spec industrial building (described as Reserve A of the Woods Crossing Subdivision) of approximately 156,800 square feet, with an estimated cost of about $7,500,000. The court approved a separate tax-abatement agreement for Reserve C at Woods Crossing, a spec building of roughly 96,000 square feet with an estimated cost of about $4,600,000.
All motions carried without recorded opposition; the court did not attach additional conditions beyond the standard requirements for tax abatement agreements and reinvestment-zone designation. County staff noted the transactions are tied to the new Reinvestment Zone Number 15 and to the Twinwood Business Park reinvestment zone provisions under state law.
Actions recorded at the meeting contain the approval motions for the zone designation and the listed tax abatement agreements; county staff will record the executed agreements and file them as required.
