The Miller Arts Commission on March 26, 2025, recommended initiation of two public-art projects and approved several grant and grant-recertification reports in unanimous votes recorded during the meeting.
Central Avenue Bridge public art: Commissioners voted to recommend that the city manager approve initiation of a public-art selection process for the Central Avenue bridge replacement project. The commission identified a total 1% capital allocation of $25,000 for the project (CIP/capital enhancement via the transportation department). Staff estimated a single-call artist budget around $18,000, panel stipends totaling $2,000, and a call-posting cost of roughly $500. The arts selection panel named in the packet included Arts Commissioner Cheryl Cardozo, artist Cammie Galofre, CU arts professional Molly Dierks, and community members Tyler Maiz and Jennifer Chavez; the technical review committee listed transportation and planning staff including Roger Kane and Mark Garcia. The commission moved the recommendation to the city manager by voice vote; the motion was seconded and recorded as approved.
Fire Station 2 and 4 public art: The commission also recommended initiating public-art selection for the Fire Stations 2 (Broadway and Baseline) and 4 (South Boulder) renovation projects. The combined public-art allocation discussed is $250,000. Staff presented options: two separate calls (about $100,000 each) or a single larger project for one location; final scope and allocation would be decided at the panel orientation. The proposed art-selection panel includes Commissioner Caroline Kirk and local artists and community members; the technical review committee includes facilities project managers and the fire chief. Commissioners asked whether the 1% public-art allocation reserves maintenance funds; staff said the program does not withhold a maintenance percentage from the 1% and that maintenance must come from general fund or other sources. The motion to recommend project initiation to the city manager was seconded and recorded as approved.
Grants and recertifications: The commission approved community project grant reports presented by staff. The motion recorded: approval of grants for Chelsea Albertson and the Theater Project (Mary Martinez and Marilyn Holmes) was moved, seconded and approved unanimously. Separately, the commission approved 2022–2025 GOS recertification reports for East Windmill Local Theater Company and The Big Dream; that motion was seconded and approved unanimously.
Votes at a glance (formal motions recorded in the meeting):
- Central Avenue Bridge public-art selection panel and project initiation — recommended to city manager for approval — outcome: recommended/approved by commission (voice vote, unanimous).
- Fire Station 2 and 4 public-art selection panel and project initiation — recommended to city manager for approval — outcome: recommended/approved by commission (voice vote, unanimous).

- 2022–2025 GOS recertification reports (East Windmill Local Theater Company; The Big Dream) — outcome: approved (unanimous).
Several commissioners and staff noted procedural clarifications: artist stipends for paid proposal development occur in a second-round selection (staff pays stipends only for shortlisted proposal development), and the public-art 1% policy does not automatically set aside maintenance funds. Commission directions recorded in the meeting packet asked staff to proceed with panel orientation meetings and return with RFQ/RFP timing and final budget allocations to the city manager and project teams.
