George Burnett and John Starmer, representing marine conservation groups, asked the committee to continue funding the Maui Nui Marine Resource Council (MMRC) and related water‑quality programs. Burnett listed MMRC programs: community‑based coral restoration in South Maui, water‑quality monitoring at dozens of beaches, reef‑friendly landscaping training and reef health surveys.
Burnett said that MMRC established a coral restoration area in South Maui in 2025 and monitors water quality at 41 beaches; he asked for continued support and noted the group had sought $500,000 (MMRC) and an additional $100,000 for Hui ʻŌ Ka Wai Ola in recent discussions with staff.
John Starmer, MMRC science director and Kihei resident, reiterated that wetlands and watershed work on land reduces damaging sediment and nutrient runoff to reefs, and asked the council to prioritize Mauka highway planning rather than piecemeal connector work that would drive traffic into neighborhoods. He urged continued support for reef restoration and reef‑friendly landscaping pilots with hotels and agricultural partners.
Ending: No vote was taken. Speakers asked the committee to include continued support for coral restoration and water‑quality monitoring in the final budget.
