At a Maui County Budget, Finance & Economic Development Committee residency meeting in Kula, Carrie Stockwell, Real Property Assessment Division administrator, told residents that the county’s assessments reflect 100% of market value and are calculated from a sales window that lags the notice mailed to owners.
Stockwell said the assessments that residents received in March 2025 were based on sales from July 1, 2023, through June 30, 2024. “When you do see your assessment on March 15, we are about nine months behind the market,” she said, adding that residents can reach the division with questions about assessments or exemptions.
The explanation came after committee chair Yukilei Sugimura invited Real Property Assessment staff to the Upcountry meeting in response to frequent public questions about rising assessments. Stockwell said staff will be available in the meeting room after testimony to answer individual questions and offered contact information for follow‑up: email rpa@co.maui.hi.us and phone (808) 270‑7297.
Stockwell also noted common exemptions and encouraged anyone who believes they qualify for the homeowner or long‑term rental exemption to inquire. “We want to make sure everyone who does qualify for it does have it,” she said.
The presentation was informational; no committee action was taken at the residency meeting. Committee members directed the public to the division for specific appeals or exemption filings.

The committee will consider submitted testimony and staff summaries at its next morning meeting, Sugimura said at the conclusion of public testimony.
