Dozens of public commenters filled the Assembly Appropriations Committee hearing room on April 30, 2025, to speak against AB 928. Commenters included feed-store owners, members of the California APG, poultry fanciers and representatives of farming and feed suppliers from across the state.
Speakers repeatedly stated their opposition with brief remarks. For example, Eric Barrios, who identified himself as with Tundra Fees, said, “I oppose AB 928.” Craig Angley of Tulare County said he is a member of the California APG and likewise stated, “I oppose AB 928.” Several speakers said the bill threatened livelihoods and cultural practices; one commenter told the committee the measure would “kill thousands, if not millions, of birds.” Jesse So, who identified himself as secretary of the APG during public comment, said he “highly oppose[d]” the bill.
Most public commenters made short oral statements limited to name, organization (when provided) and position. Committee staff announced that testimony on suspense-file bills would be limited and that attendees should follow posted rules for decorum. The transcript records many individual names and business affiliations; the committee adjourned after hearing public comment and did not take a committee vote on AB 928 during the public-comment sequence recorded in the transcript.
