Residents of the Moulton Loop neighborhood told Teton County commissioners on April 28 that potholes and winter conditions on Moulton Loop Road pose a medical and safety risk and asked the county to prioritize paving.

Trevor Nielsen described a recent medical emergency in which paramedics “could not begin what could have been lifesaving treatment until they got to Spring Gulch Road. They couldn't insert an IV because of the insane potholes and chaos of Moulton Loop in the wintertime.” Nielsen called the paving a “health and safety issue” and asked commissioners to prioritize it.

Paul Vogelheim, a county resident, said Moulton Loop has been on the county’s capital improvement program list for over 15 years and that engineering work is complete and the project is ready to be put out for bid. He told the board the neighborhood’s maintenance costs this year have been “exceeding $20,000” for gravel, grading and dust control and argued that paving would reduce long-term operating costs.

Commissioners thanked speakers for their comments; no formal action to schedule or fund paving was recorded on April 28. Residents said they had submitted additional written correspondence to the county and anticipated more outreach as the safety concerns continue.

The commissioners did not set a timeline or allocate funds during this meeting; speakers requested that the road be elevated on the county's priority list and moved to a bidding phase.
