The Skagit County Board of Commissioners on Monday approved its consent agenda covering 20 items, ratified vouchers and warrants and took a miscellaneous appointment action to fill a vacated seat on Drainage and Irrigation District No. 16.
A motion to “approve the consent agenda items 1 through 20, including all items requiring ratification, vouchers and warrants for Monday, 04/28/2025” was moved and seconded and carried 3‑0, the board recorded.
The consent agenda included a mix of interlocal agreements and service contracts noted during the meeting: a new contract for the county’s Olympia lobbyist (Josh Wiese transitioning to a new company with Eric Pew Johnson), interlocal agreements with the cities of Burlington and Mount Vernon for probation services tied to the community court system, an arrangement with Skagit Transit to transfer a surplus Americans with Disabilities Act vehicle for use by a qualified emergency shelter provider, and contracting authorization for design work by David Evans and Associates on the Hatchery Creek and Martin Slough fish passage projects. Commissioner Braggs also noted two facilities repair contracts addressing sewer repairs at the senior center and a portion of the jail.
The board also approved a prosecutor‑sponsored resolution to set a public hearing on proposed amendments to county code chapter 7.06 concerning dangerous and potentially dangerous dogs; Commissioner Wiesen said the hearing is scheduled for June 10 at 2 p.m.
Appointment to Drainage & Irrigation District No. 16
The commissioners considered a miscellaneous item to appoint Mark Wiesen to fill the vacated Position 3 on Skagit County Drainage and Irrigation District No. 16 until the next special general election in February 2026. Commissioner Browning moved the appointment; the motion was seconded and the appointment carried 2‑0 with one recusal. During discussion Commissioner Wiesen said he had previously held the seat but had not filed for re‑election and that county counsel advised him he should not be appointed because a county commissioner’s appointment could create a conflict; he said he chose to remain as a county commissioner.
Ending: Commissioners noted upcoming work sessions and adjourned to further afternoon business. The board directed staff to schedule and publish the forthcoming public hearings and to include the draft materials for public inspection in advance of the hearings.
