The Revere Zoning Subcommittee voted unanimously to recommend a special permit allowing a spray-foam insulation business to use 870 Broadway as a contractor storage yard limited to six vehicles, subject to site-plan and safety conditions.
The Revere Zoning Subcommittee voted unanimously to offer a favorable recommendation for a special permit allowing a change of use at 870 Broadway from a commercial garage to a contractor storage yard for a spray-foam insulation business.
The recommendation, made April 20, was based on conditions from site plan review and additional limits the subcommittee adopted. Joseph Cattogio, representing the applicant, told the committee his client planned to store "6 in total, 3 vans, 3, box trucks" and that the business is specifically spray-foam insulation rather than general contracting or used-car sales.
The subcommittee said the permit will be conditioned on the site plan review recommendations, including repairing the exterior (replacement of missing stucco and boarded-up windows), fire department review and approval of fire suppression and ventilation systems, and bringing the building into compliance with fire, building, electrical and plumbing codes. The clerk read an additional condition that "870 Broadway shall not be eligible for participation in the City of Riviera on street permit parking program" and that all owners and employees shall park off-street.
Several council members and the ward councilor raised neighborhood concerns about employee parking, noise and possible storage of materials other than vehicles. Councilor Novosalski said neighbors worry the site "may get out of hand" and emphasized the permit should allow only vehicles and materials related to the spray-foam business. Ward councilor Anthony Cargleandro said he had received photos of employees arriving before 6 a.m. and of loud behavior; he said the committee should enforce conditions so employees "show up, load up, and get out." Cattogio said the applicant agreed to the listed conditions and that the trucks are loaded and unloaded as part of the daily work routine.
The vote to recommend approval was taken by roll call. Councilors Argencio, Greeno Sawaya, Jaramillo, Novosalski and Chairman Zambuto each voted yes. The subcommittee’s favorable recommendation will be forwarded to the full City Council.
The subcommittee record shows the applicant and staff engaged with site plan review and the building inspector during the review process; applicants agreed to fire and building-safety reviews before occupancy changes are permitted.
The permit recommendation does not itself authorize final occupancy; the conditions require further approvals (fire department and building code compliance) before the change of use takes effect.
