Teton County Planning and Building Services delivered an update on long-range planning, code amendments and pending hearings at the May 5 meeting.
Director Chris Neubecker said the Natural Resource Overlay (NRO) habitat mapping project is complete and related land-development-rule (LDR) amendments took effect May 1. Staff have updated county GIS layers and published an applicant checklist for base-tier properties on the SmartGov portal. Changes submitted as part of the Smith Collins, Fibbs and Fish Creek amendments were also incorporated and are in effect.
Long-range planning staff are drafting a fire-protection resolution for new subdivisions to be folded into the LDRs; the planning commission public hearing is scheduled June 9 and the Board of County Commissioners hearing is scheduled July 1. Staff are also starting updates to LDRs to reflect the county water-quality master plan and expect to lead that effort.
Neubecker said the planning code amendments including adoption of the 2021 International Energy Conservation Code are in a 45-day public comment period and are tentatively scheduled for a board hearing on June 17. Code enforcement staff are preparing for an abatement hearing for a violation in the Hog Island neighborhood and have five properties being considered for abatement hearings over bear-resistant trash container violations.
Upcoming public hearings noted included Northern South Park master site plan (scheduled for the next day), High Mountain Heli conditional use and PUD amendment (Planning Commission May 12; Board date June 3 subject to postponement), a minor amendment for the Wort Festival Hall at Teton Village (Board June 17), and the Cabot at Grand Targhee subdivision (postponed to July 1 pending updates to the Subdivision Improvement Agreement).
