Council Member Boylan introduced a floor amendment to add a sentence to the lease agreements that explicitly permits WJCT, the local public broadcaster, to sublet space in the building. The amendment was seconded and, after brief discussion, carried by voice vote: “All in favor of the amendments, signify by saying aye. Aye.”

Committee members said the two floor amendments and the auditors’ technical changes would be rolled together and incorporated into the final bill. The chair then called for a motion on the bill as amended and opened the ballot for committee action; the transcript shows the amendment carried and the body proceeded to the bill vote sequence.
