Assembly Bill 92 was presented to the Assembly Ways and Means Committee on May 16 as a measure to reinstate a prior statutory requirement that rooms and spaces in certain public buildings be made available to a state or county central committee of a major political party.

Jill Dickman, sponsor and assemblywoman for District 31, said the provision existed before 2021 but was removed when references to political parties were stripped from statute. "This prior to 2021, this was in statute for years," Dickman said, noting the intent is to restore the prior availability and that high schools are generally used for such meetings.

Dickman told the committee the bill originally generated a fiscal note from ANCHE that alleged a loss of revenue, but that language was amended and the Nevada System of Higher Education (NSHE) submitted an unsolicited fiscal note of $0 after the amendment excluded NSHE buildings. She said the sponsor did not intend for NSHE to be part of this change.

There was no public testimony in support, opposition or neutral on the bill in either Carson City or Las Vegas, and no callers provided testimony by phone.

The committee closed the hearing without recorded agency opposition; no vote was taken during the hearing phase. Committee staff and the sponsor did not identify other fiscal impacts during the hearing.
