The plan was presented in a public hearing that the board opened and later closed during the meeting. No members of the public registered substantive objections during the hearing, and commissioners indicated the package of resolutions accompanying the plan had already been circulated for review.

The vote was taken by voice; the clerk recorded the motion as passed. The board then closed the public hearing on the solid-waste five-year plan.
