The Rutland Regional Planning Commission on Sept. 16 voted to forward the Town of Wells plan as conforming with the regional planning process, while recording that a hyperlink to required maps in the presented document was broken.
"The plan presented to us did not have the maps," said a community-committee presenter summarizing the committee's review. Commission members reported that staff located the missing maps on the town's website and replaced the broken link by adding the maps in an appendix.
Nut graf: The commission's action certified that the Wells plan met procedural requirements for submittal to the RPC while documenting a technical deficiency (a dead hyperlink) so the town and the public would be aware of the correction. The approval does not change the plan content; it documents that supporting maps are publicly available and that staff remedied the broken link before forwarding the plan.
At the meeting the community committee asked the full board to "forward the Wellstown plan in conformance of the planning process to the full board of commissioners with a recommendation for approval, noting that there was a broken link in the plan presented, and Rutland Regional Planning Commission staff replaced the broken link within an appendix containing the maps," as moved from committee.
The full board voted and the motion carried with voice vote. Commissioners noted the maps are publicly available on the town's website and that printed copies would be provided on request.
Ending: The board's action documents the technical correction and forwards the Wells plan as conforming with the regional plan for the record; the town retains authority over its plan content and any subsequent edits.
