Seminole County Supervisor of Elections Amy Pennock presented three administrative priorities the Florida Supervisors of Elections seek for the 2026 legislative session to improve voter‑roll accuracy, transparency, and mail‑ballot continuity.
Pennock asked the delegation to require the Department of Highway Safety and Motor Vehicles to automatically transmit updated driver's license and ID information to supervisors so voter records update immediately when a voter renews or replaces a driver’s license. She said that change would “ensure that any voter when they renew or replace a driver's license, the updated information is reflected immediately and accurately in the voter rolls,” improving accuracy for petition verification and elections.
Second, Pennock requested clarification that when an inactive voter signs a petition the signature constitutes voter activity and the voter should be reclassified as active (rather than remaining inactive), which she said would maintain more accurate voter records.
Third, she proposed an affirmative notation on vote‑by‑mail certificate envelopes that would serve as a continuation request for future elections when voters’ identifying information has been verified, reducing confusion and administrative costs.
Pennock described these as “practical, nonpartisan” changes grounded in supervisors’ experience administering elections for nearly 14 million registered voters. She offered supervisors’ assistance to the delegation on any election legislation.
