The Board of County Commissioners authorized a contract with Hoover Blanket Inc., d/b/a Main Street Computing, to provide an aging and human services case and fund management system, with a contract amount not to exceed $431,000 for three years and options to renew for four additional one-year terms. The board also authorized reallocation and expenditure of $111,000 from general fund reserves to support the purchase. The motion passed 7-0.
Why it matters: County staff said the new system will combine case management and fund management functions, fill gaps in existing systems and integrate with the county’s myRC platform; commissioners said prioritizing demonstration and implementation reduces procurement risk.
Tim Wolf, director of Aging and Human Services, told the board the RFP requires the awarded system to feed information into myRC. Wolf said the new platform will allow the county to collect demographic, resource and outcome data and to measure metrics such as housing stability — “how many are remaining in their homes 3 to 6 months out” — eviction or homelessness prevention, utility stability and food security.
A public commenter, Ben Hobert of Westwood Hills, raised procurement and fiscal concerns. Hobert asked whether Johnson County would own the management-system software and criticized the RFP scoring: “Johnson County's evaluation criteria metrics are ill advised. Only a 10% weighting is attributable to cost,” he said, and criticized a 20% weighting for vendor references and the number of reviewers. Hobert also questioned use of general fund reserves for an operational item.
Wolf and several commissioners defended the committee’s approach. Wolf said Hoover’s proposal meets both the case management and fund management needs; another commissioner praised the emphasis on system demonstration and implementation to avoid costly post-purchase fixes. Commissioners said Hoover performed best in the committee’s evaluation despite a higher cost because it provided both required components.
