Delegate Bolling presented HB 1705, a measure that would allow some local dispatchers hired before 2014 to transfer into the hybrid retirement plan for the narrow purpose of receiving short- and long-term disability coverage that covers PTSD and related mental-health conditions; the bill includes an opt-out period for affected employees.
"They are the ones who guide us through some of the most difficult times in people's lives," the patron said, describing why the transfer would matter for longer-tenured telecommunicators who currently lack comparable disability coverage.
Multiple witnesses — including the Virginia Fire Chiefs Association and APCO representatives — voiced support. "We know that PTSD is a problem," Thomas Dolan said in testimony supporting the change. Chief Keith Johnson echoed that the change would address a documented mental-health need among telecommunicators.
The subcommittee voted to move and report the substitute; the clerk recorded the vote as 7–0 in favor. Committee members and witnesses said the change was negotiated with VRS, insurance carriers and local governments to limit unintended fiscal consequences and to give employees a chance to opt out.
With the favorable report the measure advances out of the subcommittee for further consideration in the legislative process.
