The Beach Park Village Board on Wednesday approved a zoning map amendment and a conditional use permit for a proposed 40‑unit residential development after trustees discussed traffic concerns raised during the public hearing.
Board Chair and trustees took the action at a virtual meeting after staff and the project representative summarized public comments and the developer’s revisions. The board’s approval caps the project at 40 units; staff said existing zoning would have allowed up to 45 units under the current category, and the applicant is proposing 40.
The nut of the public concern centered on traffic on North Avenue and construction impacts. A staff member told trustees that two written objections and three verbal objections had been filed during the public hearing process, primarily citing increased traffic and worries about construction evening hours affecting families nearby. The staff member said most speakers were satisfied after learning a traffic study for the project found “no warrants for any additional changes” to traffic controls.
Trustees also pressed the developer on building materials and parking. Trustees asked whether carports might replace garages; according to the project representative, a rise in projected costs led the team to explore alternatives but the developer identified additional funding and committed to keeping garages rather than switching to carports. The project representative said the developer will contribute in the range of $800,000 to preserve the proposed garages.
Board members clarified the project’s density and design: the change in zoning classification was described as allowing a more compact design but not increasing the total unit count beyond the 40 proposed. Staff said the revised architectural elements, including the clubhouse and siding, meet village zoning and building-code standards.
Trustees discussed potential off‑site traffic mitigation between now and the road resurfacing planned for 2027. Staff said traffic calming measures could be explored during that timeframe but that changes would be addressed separately as part of York House Road improvements.
The board approved the zoning map amendment and conditional use permit in roll call votes. Several trustees voiced support during the roll call and the motion carried.
The project was the subject of a public hearing during the meeting; trustees said they had received both written and in-person comments and indicated the project team had addressed most concerns raised during the hearing.
