The Moab City Planning Commission voted unanimously to forward a positive recommendation to the Moab City Council on Ordinance 2025‑16, an annexation ordinance for property located at 1410 South Highway 191 in Grand County.
A staff presentation noted the site is inside the city's annexation boundary and mapped on the city’s future land‑use plan. The applicant submitted a pre‑annexation agreement that establishes the proposed zone designation, a conceptual site plan with two residential buildings, and an agreed AEH (attainable‑housing) unit ratio. City staff said the pre‑annexation agreement had already set the conceptual plan and zoning expectations prior to this planning‑commission review.
An applicant representative stated the project is a continuation of an existing effort; phase 1 of the project is under construction and the unit mix and ratios will be consistent with the pre‑annexation agreement. Commissioner Shaley moved to recommend approval; Commissioner Miles seconded the motion. The commission called the question and voted 5–0 in favor of forwarding the ordinance to the city council.
The commission’s recommendation will be provided to the City Council for its public hearing and final decision. Staff noted the next steps: no objections at planning commission will allow the ordinance to proceed to a city public hearing (noted as expected around the 30th).
