A resident, Nathan Todd, told Weston County commissioners he was interested in serving as a private transport option for Title 25 transfers. Commissioners said the county does not currently have clear policy parameters for private individuals performing those transports and deferred action until written requirements and safeguards are developed.
Todd described five-and-a-half years of prior law-enforcement experience and said he has a vehicle and is willing to transport people when needed. Commissioners and staff raised questions about medical and safety responsibilities, insurance, whether individuals would be handcuffed during transport and when a second attendant would be required.
Staff told Todd the county needs to define parameters (insurance, training, medical capability, and attendant rules) before assigning transports to non-law-enforcement personnel. Commissioners said local law enforcement currently handles most Title 25 transports when staffed; the county has sought outside options in the past when deputies were unavailable but wants formal policy in place before adding volunteers.
Commissioners asked staff to move the matter to old business to give legal and policy staff time to draft requirements and return with the proposed framework. Todd said he would remain available to answer questions and supply further information.
