During its floor session the Michigan House of Representatives received committee reports that recommended several bills for passage in committee and referral to second reading, accepted messages from the Senate transmitting bills for committee referral, introduced new House bills, and announced a slate of committee meetings and administrative-rule filings.
Committee reports noted that the Committee on Transportation Infrastructure recommended House Bills 4089, 4351 and 4845 “without amendment with recommendation the bill passed,” each to be referred to second reading. The Committee on Finance reported House Bill 4799 with recommendation that substitute H-3 be adopted and the bill then passed in committee; the clerk indicated that bill will be referred to second reading. The transcript does not record floor debate on these items.
The clerk announced receipt of several Senate bills, including Senate Bill 277 (amending the General Sales Tax Act), Senate Bill 330 (amending the revised judicature act of 1961), Senate Bill 456 (amending the Michigan senior or vulnerable adult medical alert act), and Senate Bill 596 (amending the management and budget act). Each was read for the first time on receipt and referred to the committees named by the clerk.
House members introduced new bills on the floor. Representative Tyrone Carter introduced House Bill 5099, a bill to amend the State Convention Facility Development Act, to be referred to the Committee on Economic Competitiveness. Other introduced House bills included 5100 and 5101; the clerk recorded committee referrals for those bills to the Committee on Economic Competitiveness.
The clerk also read notices from state officers, including administrative-rule filings received from the Department of Licensing and Regulatory Affairs (sanitarians registration general rules; accountancy general rules; board of midwifery) and a biennial report from the Department of Environment, Great Lakes and Energy on electronic-waste recycling revenue and expenses for fiscal years 2024 and 2025.
The clerk announced committee meeting schedules over the coming days, including dates, times and rooms for Health Policy, several Oversight subcommittees, Education and Workforce, Appropriations subcommittees, Insurance, Natural Resources and Tourism, Regulatory Reform, Agriculture, Economic Competitiveness and Rules. The transcript lists specific times and House Office Building rooms for each meeting; these notices were read by the clerk and posted to the record.
Where the transcript lists committee reports and bill introductions without floor debate or recorded roll-call votes, the record reflects committee action or referral rather than enacted law. Floor action on the referenced bills will occur if and when those measures receive second reading and further consideration.
