The Morgan County Planning Commission on Oct. 23 approved a conditional use permit (CUP25.004) allowing an indoor riding arena at the Corner Canyon Equestrian Center on an 8.49-acre parcel approximately 330 feet northwest of the Porterville Chapel of The Church of Jesus Christ of Latter-day Saints.
Staff described the parcel as split-zoned RR-1 and A-20; because the proposed use falls under the rural-residential land-use table definition for public stables/riding academies, the request required a C2 review and the planning commission has authority to approve it. Staff found the proposal met the county’s minimum CUP standards and noted the business-license approval was contingent on CUP approval.
Applicant Michelle Palmer told the commission the arena has historically been used privately and that the operation currently boards six horses and provides a few lessons per week; she said she had no immediate plans for expansion beyond possibly enlarging the outdoor arena and would follow permit procedures for any additional buildings. A neighbor’s support letter from Mike Evans was read into the record.
Commission members asked about parking and potential expansion; staff said that if complaints arise the commission could revisit the CUP and add stipulations about parking. Member McMillan moved to approve CUP25.004 based on the findings and conditions in the staff report dated Oct. 23, 2025; Member Watt seconded. The motion passed unanimously.
The permit will allow the applicant to pursue the business license process and proceed with the indoor arena subject to the conditions in the staff report.
