Mayor Sherry Alcopello presented a draft ordinance section establishing rules, liability waivers and fees for the dog park at Coleman Memorial Park, which remains under contractor control while final punch‑list work finishes.
Under the proposed rules the dog park would open from dawn to dusk unless posted otherwise. Dogs must be registered with the city and have a valid city “paw pass” prior to use; owners must remain inside the enclosure and are legally responsible for their animals. The proposal caps two dogs per handler at a time, prohibits children under 10 from entering and restricts puppies (under six months) until fully vaccinated.
Enclosure rules and fees
The dog park would include distinct areas by size. Small dogs (under 30 pounds) may use the small area; large dogs would be prohibited from the small-dog enclosure. The proposal bans prong, choke and spike collars, limits digging and prohibits smoking, alcohol, glass and unpermitted professional training. Aggressive dogs would be barred and could lose park access.
Fees proposed in the administration’s draft are modest: an annual fee of $30 for up to two dogs per Lebanon City resident and $45 per year for non‑residents; $10 per additional dog over two; and a $10 fee to replace a lost access card or fob. The mayor said the city has existing penalty language in its parks code (Section 943.99) — fines of $50 to $300 for violations — and emphasized the administration will initially focus on limited openings and protecting the new turf while roots establish.
Next steps: the mayor said the contractor must finish remaining punch‑list items before the city can assume control. She said the city is considering a phased opening with limited hours once it takes control and expects to present the ordinance formally for council action at the next meeting.
