Codes and fees
Bills on final reading would adopt the 2018 editions of multiple ICC codes the Commonwealth incorporates into local building and safety regulation, including the International Building Code, International Residential Code, International Existing Building Code, International Mechanical Code, International Plumbing Code, International Fuel and Gas Code, International Energy Conservation Code, International Fire Code and the International Property Maintenance Code. Administration said the amendments reflect required state language and local deletions and additions to match municipal conditions; most of the code adoptions were presented without substantive debate.
Separately, a building‑fee administration ordinance revises fee‑structure language for clarification; the mayor noted the ordinance continues a 10% permit‑fee discount for owner‑occupied housing.
Pension MMO and appointments
The director of administration transmitted the city’s minimum municipal obligation (MMO) notice for pension plans: the mayor read the MMO amounts presented in the packet and corrected a typographical year reference — the contribution deadline is for 2026. The packet listed the MMO amounts as: Police plan $872,684 and Fire plan $461,566; the non‑uniform plan was listed as fully funded with no contribution required.
Appointments and confirmations
The mayor notified council of proposed appointments that will be confirmed by resolution at the coming meeting: reappointment of Aria Carmason to the planning commission (four‑year term, retroactive to 9/14/2025), reappointment of Damien Foster to the Fire and Police Civil Service Commission (effective 10/01/2025), the appointment of Amanda Fortezza to the Zoning Hearing Board to fill an unexpired term (effective 10/01/2025) and appointment of Jose Torres as an alternate to the Zoning Hearing Board (effective 10/09/2025).
