The Parks and Recreation Advisory Committee finalized membership for standing subcommittees, created a budget subcommittee for parks and recreation, and voted to forward a recommendation to the district board that the district adopt a formal standing-committee policy including guidance on alternates serving on subcommittees.
Tasha (committee member) read the current subcommittee rosters: trails/parks/beach access (Tasha, Laura, Pauline); arts and ecotourism (Laura, Simi, Denise); golf and sports complex (Pauline, Denise, Bruce Christie); community center/evacuation center (Laura, Pauline, Leilani); grants and fundraising (Laura, Simi, Leilani); July 4 subcommittee (Simi, Leilani, Riley) and a newly formed parks-and-rec budget subcommittee (Tasha, Laura, Chris). Committee members moved and seconded a motion to adopt the new appointed subcommittee members, to add grants to the fundraising subcommittee, and to form the budget subcommittee. The roll call recorded affirmative votes (see action record below) and the motion carried.
Separately, the committee moved and seconded a recommendation to the district board to create a written standing-committee policy. That recommendation includes a specific request that the policy clarify whether alternates may serve on subcommittees and, if so, the process for alternate participation and voting at the subcommittee level. The motion to forward that recommendation passed by roll call; staff will transmit the committee’s recommendation to the district board.
