The Transportation, Infrastructure, Energy and Environment Committee on Thursday recommended a favorable report for CR-127-2025, the resolution authorizing the Town of Capitol Heights to use stop-sign monitoring systems, subject to a technical amendment clarifying the devices will be deployed in school zones.
County staff said the town has met the requirements listed in the resolution’s attachments and recommended the committee move the resolution forward. The county’s legislative attorney requested a technical amendment to ensure the language specifies that the monitors are near or in school zones rather than at non-school locations.
Committee members and staff noted that revenue from violations collected under municipal stop‑sign camera programs goes to the municipality; the county does not receive the revenue unless a violation is heard in state court. The administration indicated it was in favor of the resolution as amended.
There was no extended debate. The committee recorded the motion to move the resolution favorable as amended; a roll call recorded Chair Olsen — Aye; Council member Denoga — Aye; Council member Fisher — Aye. The committee’s favorable recommendation will be transmitted to the full council for consideration.
