The Grosse Ile Downtown Development Authority on Oct. 1 approved several routine financial items, voted to start the legal process to amend its tax increment financing (TIF) and development plan, recommended a redevelopment liquor license for an event venue on Macomb Street to the township board of trustees and awarded a contract to light the GI sculpture.
The authority approved the meeting agenda as amended and approved minutes from the Aug. 28, 2025 meeting, and accepted the August and September 2025 financial reports. Motions to approve these items were made and seconded on the record; each passed on voice vote with no recorded roll-call tallies.
The board voted in favor of a resolution of intent to amend the DDA TIF and development plan. According to discussion on the record, the DDA's current TIF plan expires in 2032 and the amendment process is intended to preserve the DDA's capacity to support long-term borrowing or bond financing, if the authority later elects to do so. DDA members were told the process will take roughly three to six months and will require public hearings and township-board review before any final plan is adopted.
The DDA voted to recommend that the township board grant a redevelopment liquor license under the municipal code provision cited in the meeting as "MLC 4 3 6, 15 21, a, 1 b" for Osprey LLC at 7560 Macomb Street. Attorney Chris Howard presented for the applicant and described the proposed use as an event venue intended for weddings and similar gatherings; the applicant Jeremy Reyna was not present. Howard said the applicant expects to pursue a 2026 opening and has included application materials related to the township's social-district permit.
The authority also awarded the GI sculpture lighting contract to Apex for $2,950 after staff described three bids: RD Electric at $6,000; Kenny Gape Handyman at $4,100; and Apex at $2,950. The board recorded that the award would be funded from remaining capital-improvement funds and unused amounts in the event-sponsorship budget.
All motions reported in the meeting were adopted by voice vote with no individual tallies recorded in the public minutes. No motions failed or were tabled during the reported portion of the meeting.
