A Leavenworth County resident told the commission that a nearby project had left his driveway entrance covered with a brown “AB3” material that becomes mud when wet and asked the county to replace the gravel called for in the project plans.
“My name is Gary Blackmer. I live down at 20643 Tynanoxie Drive next to the solar panels,” Blackmer said during public comment, describing an entrance where “they replaced the rock in my driveway with mud.” He said the original driveway material was a half‑inch clean rock and that plans called for 43 square yards of gravel, which he and an engineer estimated equates to about 14 tons.
Blackmer asked the county to inspect the driveway again; he said Commissioner Dove had taken pictures and described the left side of the driveway as “very dangerous.” Bill (staff) told Blackmer that the state had completed its inspection and would not take further action; Blackmer asked the county to revisit the location and consider returning the driveway to its previous condition.
Commissioners thanked Blackmer and indicated county staff would review the issue further. No formal vote or action was recorded at the meeting; the matter was presented during the public‑comment portion of the agenda.
