Adam Jones of the Department of Health and Welfare told the committee the board meets quarterly and that, under current practice for division administrators, the director may appoint administrators prior to the board’s concurrence; those appointees can continue to serve until the board takes action at its next quarterly meeting. Senator Wintrow asked about whether a director could appoint someone who would continue working until the board’s next meeting; Jones confirmed that practice.

Senator Lenny gave examples of bureau sizes and budgets, noting some bureaus oversee hundreds of employees and millions of dollars.
